The short answer
PMO oversight supports the management of a project or program through consistent planning, reporting, governance processes and delivery controls. Independent project assurance assesses whether the reported delivery position is credible, material risks are understood and executives have reliable evidence for decisions.
They are complementary, not competing disciplines. Independent assurance does not replace the PMO, project manager or sponsor; it provides objective challenge to strengthen their decisions.
What does a PMO do?
A Project or Program Management Office typically establishes delivery standards, maintains integrated plans and dependencies, consolidates financial and risk information, coordinates governance forums and produces status reporting. A portfolio PMO may also support investment prioritisation, capacity planning and enterprise-level reporting.
A mature PMO is a significant source of control. However, it may depend on delivery teams’ estimates and assumptions, and its proximity to the program can make independent challenge difficult.
What does independent assurance add?
Independent assurance tests the evidence behind the dashboard. It examines whether the schedule is achievable, costs and forecasts are supportable, risks are being managed, governance decisions are effective and business readiness is credible. It also tests the consistency of the overall delivery story rather than relying solely on individual workstream status.
The result is an evidence-based view of delivery confidence, material exposures and actions requiring executive attention. Learn more about how independent project and program assurance works.
PMO oversight vs independent assurance
| Dimension | PMO oversight | Independent assurance |
|---|---|---|
| Primary role | Coordinate delivery controls, reporting, standards and escalation | Independently test whether delivery claims, controls and forecasts are credible |
| Accountability | Usually part of the organisation’s delivery or governance structure | Provides an objective assessment to the sponsor, executive or Board |
| Evidence | Consolidates plans, milestones, costs, risks and status updates | Challenges underlying evidence, assumptions, dependencies and forecast reliability |
| Typical outputs | Dashboards, portfolio reporting, governance packs and delivery controls | Findings, confidence assessments, material risks and prioritised executive actions |
| Timing | Regular, embedded support throughout delivery | Targeted, stage-gate, periodic or ongoing independent reviews |
How should a PMO and independent assurance work together?
Effective assurance uses existing PMO information as a starting point, not as a substitute for testing. The PMO can provide schedules, financial forecasts, risk registers, decision logs and governance packs. The assurance reviewer then samples underlying evidence, interviews accountable leaders and checks for contradictions, omissions or unrealistic assumptions.
Findings should be discussed with delivery leadership for factual accuracy, while preserving the reviewer’s independence. Executives should receive clear conclusions, named actions and a practical route to follow-up. The PMO can then help track agreed actions through normal governance.
When is independent assurance worth commissioning?
- Before a major funding, implementation, go-live or investment decision.
- When multiple vendors, systems or workstreams create material delivery dependencies.
- When a project reports Green but sponsor or stakeholder confidence is falling.
- When cost-to-complete, critical-path dates or readiness claims cannot be substantiated.
- When a Board, executive or regulator needs a view that is separate from delivery reporting.
For a focused, point-in-time concern, an independent project health check may be appropriate. For continuing oversight across delivery stages, consider independent project assurance services.
Five questions executives should ask
- What evidence supports the current delivery confidence rating?
- Which assumptions have been independently challenged?
- Does the forecast account for critical dependencies, resource constraints and unresolved decisions?
- Are risks and readiness issues being escalated early enough for meaningful intervention?
- Who can provide an objective view before the next major commitment?
Frequently asked questions
Does independent project assurance replace a PMO?
No. A PMO provides essential delivery coordination and reporting. Independent assurance tests whether that information and the underlying delivery position are reliable.
Can a mature PMO still benefit from independent assurance?
Yes. Even a capable PMO can be close to delivery assumptions or constrained by the information it receives. An independent assessment can test critical evidence and provide an additional perspective for executive decisions.
When should executives commission independent assurance?
Consider it before major investment or go-live decisions, when delivery complexity rises, when reporting and stakeholder confidence diverge, or when a Board requires an objective view of material risk.
Independent challenge strengthens delivery governance
The most effective approach is not to choose between a PMO and assurance. It is to use the PMO for disciplined delivery oversight and independent assurance for evidence-based executive confidence.
